DNATA announcement as follows:

At the outset, DNATA apologizes for the disruption in service at our DXB FG5 cargo facilities. We are continuing to see extremely high import loads, which are adding to the current backlog of unprocessed import freight. We understand this has already resulted in long waiting times for you, the freight forwarder community, and has affected your delivery commitments with your end customer. 

We have explored every possible solution to reduce the backlog at DXB, but are now unfortunately forced to advise you that we will place import restrictions on all general cargo arriving at DXB from Sunday, October 17, 00.01 hours until Tuesday, October 19 at 23.59. Both timings are Dubai local times.
The restrictions also apply to the following:

All offline cargo by RFS (including from/to SHJ/DWC/AUH).
Cargo transiting DXB with final destination DWC, SHJ & AUH.
The only exception to the restrictions will be shipments consigned on the MAWB to the EXPO 2020 pavilions, Courier, Mail, AVIs, VAL, Perishable and Pharmaceutical products, AOG and Lifesaving equipment provided the airlines inform us in advance on their arrival.
All other previously announced restrictions remain in place.

We intend to clear our backlog completely as soon as possible and deliver it to our freight forwarders. The plan then is to start afresh with newly onboarded, trained, additional manpower into a regular operation, without any restrictions, exactly the way you are used to from DNATA cargo. 
In order to expedite deliveries, we will offer a discounted rate of AED 0.10 fils/kg to all our freight forwarders starting today at 1800hrs until 24th October. Please ensure that your bookings are made well in advance through our ADM portal.
We understand the challenges related to our customers caused by such an action and request your understanding and support for our decision. We honestly believe that this import stop will bring back the balance required in the air logistics system in Dubai. 
Please be advised that our export operation will continue as usual and departing flights from DXB are unaffected by this import embargo.
The National Association of Freight & Logistics ( NAFL ) board have agreed to support DNATA on the subject.
