Iran expands Strait of Hormuz blacklist to 77 ships

Iran's Persian Gulf Strait Authority (PGSA) has updated its list of "non-compliant vessels" with 21 new additions, including five vessels that have suffered Iranian attacks and one which was hit by US forces earlier this month.
The 77 vessels on the updated list are subject to fines, detention, or confiscation during future passages of the Strait of Hormuz, PGSA warns.

The latest additions are mostly crude oil tankers ranging from Aframaxes to VLCCs, along with some product carriers, bulk carriers, an LPG carrier, an LNG carrier.

Kuwait Oil Tanker Company (KOTC) has the most ships among the new additions, BurganAl Salam II, and VLCCs Al Riqqa and Al Kout. Both Burgan and Al Salam II have been the target of Iranian attacks in the Strait of Hormuz. KOTC's Kaifan was among the vessels on the original blacklist of 45 ships, bringing the company's tally to five.

Another Iranian target on the extended list is Bahri VLCC Sidr, which was struck on 31 August killing two Filipino seafarersSilver Shine was also added to the blacklist, bringing Bahri's exposure to six vessels.

Sidr is not the only ship to join the PGSA list after suffering a crew fatality. Bulker Riyan Star was the target of a fatal Iranian attack in mid-August when a drone strike killed one seafarer and caused an engine room fire.

Metro Venetian is the last ship among the new entrants that has previously been targeted by Iran. The ship was struck and disabled on August 24 in the Strait of Hormuz off Oman.

An outlier among the 21 ships is Riesco, a crude tanker falsely flagged in Zimbabwe and showing in maritime databases as sold to an undisclosed interest. The ship was sanctioned by the US Office of Foreign Assets Control (OFAC) late last year for its links to the Iranian oil trade and would have found itself subject to both Iranian and US sanctions, had it not been the target of a US attack on 8 September and subsequently sunk in the Gulf of Oman.

A newcomer to the list is UAE-based trader ONEX with three vessels added: On PrideOn Peace, and On Phoenix. On Pride reported a projectile landing around 1.5 nm from its position in early August, although the master suspected the projectile may have been aimed at another vessel.

Dyanacom has had a second tanker blacklisted as Pserimos joins Kavomaleas, and other owners affected beyond the Gulf include Greece's Dorida Shipping, Italy's Finaval, Türkiye's Güngen Maritime & Trading, two vessels with links to China.

The updated PGSA list as of 14 September is:
